Duties and Responsibilities:

  • Contractor-Government Liaison: Acting as the primary point of contact between the Contractor and the Government, ensuring timely and clear communication.
  • Project Oversight: Managing all aspects of the O&M services, including personnel, scheduling, resource allocation, and budget control.
  • Compliance Monitoring: Ensuring that all work performed adheres to government standards, safety regulations, and contract requirements.
  • Reporting and Documentation: Submitting all required reports, including network updates, PMI schedules, site survey data, and maintenance logs to the COR and DPM.
    • Prepare engineering, installation specifics, final installation drawings and as-built drawings compatible with Geofidelis or other formats as specified by MCBH.
      • All drawings shall be consistent with A/E/C CADD Standard Manual developed by the CADD/GIS Technology Center (CGTC) for Facilities, Infrastructure, and Environment to eliminate redundant Computerized Aided Design and Drafting (CADD) standardization efforts within the Department of Defense (DoD) and the Federal Government
      • Government requires GPS coordinates information be provided (e.g., for maintenance holes and telephone poles installed) as required.
    • Prepare and submit testing documentation to determine system, subsystem, or equipment compliance within five (5) working days of testing.
    • All documentation will be provided to the COR and/or designated Government Point of Contact (GPOC). Hard and soft copies shall be provided after project completion and before government acceptance. Further requirements are as specified in UFGS 01 33 00.
  • Risk Management: Identifying risks to the network infrastructure and ensuring that contingency plans are in place to minimize downtime or service disruption.
  • Project Coordination: Act as the main point of contact between the Government and Contractor.
  • Oversight of O&M Services: Manage personnel, scheduling, budget, and resource allocation.
  • Stakeholder Engagement: Provide regular updates and address any project concerns.
  • Risk Management: Identify and mitigate risks, ensuring contingency plans are in place.
  • Compliance Monitoring: Ensure all work complies with DoD, safety regulations, and contractual requirements.
  • Reporting and Documentation: Submit monthly reports, maintenance logs, PMI schedules, and site surveys.
  • Quality Control: Ensure all deliverables meet technical and performance standards.
  • The contractor is required to provide comprehensive monthly and weekly reports that cover key aspects of the project including scope, schedule, budget, and risk management. These reports will ensure that all stakeholders are kept informed about the progress of the project, deviations from the plan, and any potential risks that might impact the delivery and performance of the IT and telecommunications services. Additionally, the contractor will conduct ad-hoc meetings as needed to address on-demand requirements. These meetings are crucial for facilitating timely decision-making and adjustments, ensuring that the project adapts effectively to changing conditions or emerging challenges. This structured approach to communication and reporting aims to maintain transparency, enhance accountability, and ensure that the project remains aligned with the strategic objectives of the Marine Corps.

Qualifications:

  • Secret clearance preferred.
